Grayhill encoder gives different speed

Hi Joe,
Looks like the bug has been exterminated.
I reran my test in all three modes with consistent results - they even match the software workaround that I had implemented.

Indeed, there was.

There is one more bug with the encoder rate in 4x mode, with no averaging. You will get the correct rate for a little while, and then it will go to 0. The workaround is to set averaging to 2. It works correctly in 2x and 1x modes.
