Empty Cell/Super Cell - Cell Rack location

My question relates directly to the Cell Rack and placement of the exchange of Empty Cells & Super Cells.

I know that an Empty Cell can only be traded in to get a Super Cell two times in each of the Fueling Stations because of the conditions listed in this thread (Reference this Q&A Andwer: http://forums.usfirst.org/showthread...ght=super+cell ) which makes perfect sense.

What rule states the conditions of the penalty, or penalties I should say, that teams have received in Week 1 regional events when the Payload Spec1al1st did not place an Empty Cell on the exact opposite peg hook from the Super Cell they took while it was being traded on the Cell Rack?

This was described as an official rule at both the Scrimmage in Suffield, CT before ship date, & again at other regional events during week one, but I could not find any documentation saying this was an official rule.

Rule <G22> only requires that an EMPTY CELL be placed on the CELL RACK when it is exchanged for a SUPER CELL. There is no requirement that an EMPTY CELL be placed in a specific location (e.g. exactly opposite a SUPER CELL).

If it was being called this way at any competition events, this was a mistake in officiating, and we apologize for that error. This will be corrected.
