Can bumpers be attached to a part of the robot that extends outside of the 28"x38" starting enveloper after the match begins, as long as the remain inside the bumper zone?

For example, could they be attached to pneumatically extended 'wings' that swing outward from the side of the robot to corral balls and block robots?
