Sec 4.3.1 Define ball thrower

Sec 4.3.1 and rule S03 state that any mechanism used to throw a ball must be contained in the original 28x38x60 space and must be shielded. Would a paddle wheel collector and shooter for lower goals be considered a "throwing" mechanism and must it meet rule S03?

If the mechanism can eject a ball, then it will be considered a "shooter" and must compley with Rule <S03>.
