if we cover the wedge like edges of a scoop in a way so that nothing larger than 7 1/4 x12 1/2 inches can get into the scoop would it still be disallowed by the definition of a wedge? the top of the scoop cover would be over 8 inches high.

From <R04>, "All parts of a robot that might push against another robot must be within 10 degrees of vertical." If you protect the wedge portion of your scoop from making contact with another robot, then it would not be in violation of <R04>.
