Default Attachment of large signage to satisfy R11-12, R33

Just to be sure I'm getting this right (ink is expensive), are printed signs containing team numbers, sponsors, schools, and any other associated miscellany required by R11 and R12 considered components as the manual defines it? (My gut says that you can't really disassemble a sign without destroying its functionality--but my gut doesn't determine whether the robot passes inspection.)

If so, is it safe to assume that, going by R33, velcro or double-sided sticky foam is fair game (all other things being legal)?

Double-sided foam, velcro, threaded fasteners, and rivets are examples of acceptable methods for attaching signs and labels to the robot (as required by Rule <R11> and <R12>) in a neat and professional manner. Masking tape, packing tape, duct tape, and used chewing gum are examples of unacceptable options.
