Default Competition season fix-it windows for those not competing

If a team is not competing on a weekend, when can they start a Fix-It Window? Is 4:00 PM local time (the closing time for fabrication at an event) assumed, or can they happen while a competition is going on somewhere?

For the purposes of determining the opening of the Fix-It-Window, the competitions are considered closed on Saturday at 4:00pm (team local time).

Note: this answer is being superceded. The Fix-It-Windows following each Regional Competition (as identified in Rule <R20>) will run from 8:30am on the Thursday of the competition until 8:30am the following Thursday. Teams not participating in a competition on that weekend will be able to start working on their Fix-It-Windows as early as those teams attending the competitions. Rule <R20> is being updated to reflect this change.
