Default Use of alternative IP camera

Greetings!

There are a number of available IP cameras that support integral pan/tilt capabilities controlled via the network connection (ex. the Loftek CXS2200). These are 5V cameras that have Ethernet interfaces and are considerably _____er than the M1011. Since the mechanisms are sealed, it's not practical to determine how the pan/tilt function is implemented in the camera physically. I would suspect some sort of servo, but I can't be sure.

Are these legal to use on the robot? I can't find a specific rule to reference to ask about this on the Q&A forum. Anyone have any ideas?

As the question is about whether the integrated motors/servos would be legal [R48] would be a good rule to ask the question under.
