No individual, non-KOP item shall have a value that exceeds $400 USD. The total cost of COMPONENTS purchased in bulk may exceed $400 USD as long as the cost of an individual COMPONENT does not exceed $400 USD.

Spare parts do, because once you use them on the robot they're no longer spare. However, for your RoboRio question see R11:
No individual, non-KOP item shall have a value that exceeds $400 USD.
    RoboRios are a KOP item.

RoboRio and spare parts in the budget

My team purchased a RoboRio from Andymark for $435, will this be an exception to the rule that no one component of the robot can cost more than $400? Since our robot cannot run without one, and for Rookies, it is a KOP item.

Do spare parts count towards the $4000 cap on the robot?
