Award Critera for 2013?

Maybe I'm looking in the wrong place, or it doesn't matter but the criteria for award submissions seems to be for last year. Submission date February 2012, etc.

I followed all the links to the award criteria, which brings me to the 2012 manual HERE

Anyone have any information about this?
