    If we are using a frame with an intruding section similar to the bottom left frame of Fig 4-3, R19, does any surface of the intruded section require a bumper? Does any of the bumper on the outside perimeter need to over hang the opening of the inside frame sections. If the "NOT A BUMPER" part was removed would that section of the illustration be a legal bumper configuration?

    The "NOT A BUMPER" part is to indicate that things that look like bumpers that are not installed on the FRAME PERIMETER do not qualify under the BUMPER rules. You could put that structure there, but it would count against the weight of the ROBOT. (And, whatever bumper-looking thing you might decide to put there would not have to follow the BUMPER rules.)

    However, removing that "NOT A BUMPER" thing would not change the requirements of the real BUMPERS that must be installed on the FRAME PERIMETER.

    The reason for the "NOT OK" arrow next to that "NOT A BUMPER" arrow is that the length of that BUMPER is less than 8", which is not allowed per R19.
